Uproar reason: is it the photo or our fears?

Ok so there was uproar over the daily Dispatch’s front page picture of a dead baby. I saw the picture and still don’t understand the reason for the hyped public outcry.
There’s nothing wrong or offensive about the picture and It’s even hard to tell whether the baby is asleep or dead.  It’s only the headline and the article (as they suggest death) that makes or gives the picture idea of it being "effectively offensive".
I think the real reason for the uproar it’s not the article but it’s that people are shocked that about the conditions and lack of moral respect for the passed on in their “most relied and trusted” state mortuaries. Its their mental expectation what of state mortuaries should belike that makes erupts the uproah.

I fully support the newspaper’s decision to publish the article in the front page as it’s in the truth in the public interest to exposing such conditions and as result of that not only the people that are more conscience and aware but at the same time the state is (since it has been brought to their attention they will do something about.
